VAT in Mexico? NADA!
As of January 2004, Mexico has repealed its long-standing 15 percent value added tax for foreign meetings and conventions. These activities will now be classified as an export, which means that foreign tourists who travel to Mexico expressly to participate in congress, conventions or fairs are exempt from paying the VAT for hotels and related services provided by the hotels.

In order to enjoy this exemption planners and clients have to meet certain requirements. This includes having participants confirm migratory status, pay with a credit card issued by a foreign country and make arrangements for their hotel and related services through the organizers of the event.
